Mah Jong is a complex game, and you have to develop stategies that work based on the way the tiles are layed out for that specific game. As a GENERAL rule, working from the top down whenever possible will help reveal more tiles for matching, but if you see a good match from the outside in, don't ignore it simply because you cannot remove a higher level piece instead. You may very well reveal pieces you need by working from the outside as well. If you are playing as a solo game, then it doesn't matter how many melds you make to clear the board.
